Legal Authorization to Drive

Another option is an International Driving Permit, or IDP. This is a booklet which is an authorized translation of a driving permit into up to ten languages. It is often delivered by the same government services that deliver ordinary permits.
These options allow immigrants to obtain driver’s licenses in a number of states. The DMVs in California, Colorado, Delaware, Hawaii, Illinois, Massachusetts, Nevada, New Mexico, Oregon, Rhode Island, Utah and Vermont have authorized unauthorized immigrants to apply for a driver’s license or an authorization card.
In some cases, the DMVs also have limited-purpose licenses that do not require a Social Security number. These licenses are often used for driving to immigration court hearings, ICE check-ins or work.
A driver’s license enables immigrants to travel to job interviews and shopping, which can be difficult to access from home. In addition, it enables individuals to get to medical appointments and fulfill their obligations to attend court hearings.
Identification Document

Proof of Licensing

This approach has proven to be effective in reducing the number of counterfeit driver’s licenses produced by criminals.
A variety of other documents may be used as proof of licensing, including certificates of compliance and a multistate license. However, these documents should be verified with the issuance source to confirm they are valid and that any changes made to the document were made in compliance with the law.
Additionally, a commercial drivers’ license (CDL) or a commercial learner’s permit (CLP) should be obtained from the state where the person is licensed to operate a commercial vehicle. This is an important issue because these drivers may be eligible for additional discounts on their insurance.
It is also important to know that a commercial driver’s license cannot be revoked or suspended by the federal government. This is because the Federal Motor Carrier Safety Administration (FMCSA) sets the minimum standards that the States must meet to administer CDL programs.
Moreover, many commercial drivers’ license holders are deemed low-risk because they have been accident and violation-free for at least five years. They can often receive optional car insurance discounts based on their records.
While the use of these credentials is not without its risks, they remain the primary method for proving identity and driving privileges in the United States. Moreover, these credentials have been the mainstay of law enforcement for years.
Exceptions to Licensing Requirements
If you plan to export or reexport a controlled product, you need to check the Commerce Control List (CCL) and the terms and conditions in the EAR. Many items on the CCL are not required to be licensed and others are only licensed under certain circumstances. If the item in question is on the CCL, you can use a tool like the Shipping Solutions Export Controls Wizard to determine if an export license is needed or not.
There are a number of exceptions to licensing requirements that can be helpful. These include:
An active-duty member of the U.S. Armed Forces who is permanently stationed outside the U.S. and home on leave is exempt from the hunter, archery, and crossbow safety course requirements if they can show proof at time of license application that their home state of record is Maine.
Another exemption to licensing requirements is that an individual who operates a mobile food vehicle or mobile food vendor for the purpose of participating in organized events approved by the city may be exempt from the requirements of this section, provided that he or she adheres to any county and/or state licensing requirements.
Also, a resident of the State who owns, manages or is responsible for a farm that contains at least five acres and is assessed taxed as farmland may hunt, trap and fish in this State without being licensed if the farmer or immediate members of the family also reside on the farm.
Before you use a License Exception, make sure that the restrictions in SS 740.2 of the EAR do not apply to your export or reexport. If they do, the export or reexport requires a license and you need to submit a license application to BIS. However, if the restrictions do not apply to your export or reexport, review each of the License Exceptions in Part 740 to see whether you qualify for one. If you qualify for more than one License Exception, choose the broadest applicable License Exception to use.
